Why Proper Labelling & Claims Are Critical
Cosmetic labelling and claims are not just marketing tools; they are essential for regulatory compliance and consumer trust. The challenge lies in navigating regional differences, as requirements vary between the EU, UK, North America, and other global markets. Regional Requirements at a Glance
EU / UK – Labels must include ingredient lists, PAO/durability, a responsible person, and allergen declarations. Claims must meet the six common criteria: legal, truthful, substantiated, honest, fair, and informative.
Canada – From June 2025, clearer allergen labelling is required. By April 2026, 26 fragrance allergens must be declared, aligning more closely with EU rules.
USA – The FDA requires ingredient lists in descending order and bans misleading or drug-like claims.
California (Prop 65) – From 2025, short-form warnings must list at least one chemical, with transition to 2028.
