What is a CPSR?
A CPSR (Cosmetic Product Safety Report) is a legal safety assessment required under the UK Cosmetic Regulation (Schedule 34 of the Product Safety & Metrology Regulations 2019).
It demonstrates that your product is safe for consumer use, and it’s an essential part of the Product Information File (PIF) that must be held by your Responsible Person (RP).
The CPSR is divided into two sections:
Part A – Cosmetic Product Safety Information
Includes your product formulation, ingredient breakdown, stability/microbiology testing, packaging details, and exposure scenarios.
Part B – Cosmetic Product Safety Assessment
Conducted by a qualified safety assessor, this contains the toxicological profile of ingredients, margin of safety (MoS) calculations, labeling requirements, and a professional conclusion on product safety.
