Candle Safety Assessment

A Candle Safety Assessment demonstrates that a product has been properly assessed for foreseeable risks and meets its regulatory obligations under UK and EU product safety legislation. It provides documented evidence of due diligence and supports compliance in the event of Trading Standards or retailer review.

Where applicable, a Candle Safety Assessment includes CLP classification of the finished product, taking into account hazardous components such as fragrance oils. This ensures that any required hazard pictograms, signal words, and precautionary statements are correctly identified and applied to the product label.

Candle Safety Assessments apply to a wide range of products, including container candles, pillar and freestanding candles, tealights, and wax melts. Both scented and unscented products are assessed, as potential risks may arise from wax types, fragrance content, dyes, additives, or the way the product is intended to be used.

To complete a Candle Safety Assessment, information is required on the full product formulation, including fragrance loading, along with Safety Data Sheets for fragrance oils, product type and presentation, and intended use or burn instructions. Providing accurate and complete information allows the assessment to be carried out efficiently and accurately.

Each fragrance creates a distinct hazard profile, meaning that separate Candle Safety Assessments are required for each fragranced variant. This ensures that labelling, warnings, and CLP classification accurately reflect the specific risks associated with each formulation.

Candle Safety Assessments are carried out by suitably qualified assessors with specialist knowledge of product safety legislation, CLP requirements, and candle-specific hazards. This ensures that assessments are robust, technically accurate, and aligned with current regulatory and enforcement expectations.

A completed Candle Safety Assessment provides confirmation that a product has been assessed for safety in its intended use, identifies any applicable CLP classification, and sets out the required warnings and label statements. The documentation produced is suitable for regulatory inspection and supports businesses in demonstrating compliance.

Any change to fragrance, wax composition, additives, or usage instructions may affect the product’s safety profile. Where changes occur, the Candle Safety Assessment should be reviewed and updated before the product is placed on the market to ensure continued compliance.

There is no fixed expiry date for a Candle Safety Assessment; however, assessments should be reviewed if formulations change, regulations are updated, or new safety information becomes available. Regular review helps ensure ongoing compliance and regulatory confidence.
